Each component is explained in detail below.

3. Statutory Withholding Tax (FBR Compliance)

As per the Income Tax Ordinance, 2001, as amended by the Finance Act, 2025 and Finance Act, 2026, the Federal Board of Revenue (FBR) requires mandatory withholding tax on all e-commerce transactions.

The following withholding tax rates are applicable to your sales:

Important Notes:

  • For Digital Payments: Payment intermediaries (banks, financial institutions, and payment gateways) are required to withhold 1% tax on the gross amount of receipts at the time of remitting payment to the seller.
  • For Cash on Delivery: Courier companies handling COD transactions will deduct 2% tax before passing payments to sellers.
  • This tax is treated as a final tax under Section 6A on the income derived by the seller from local e-commerce transactions.
  • Non-ATL (Active Taxpayers List) Sellers: Sellers not listed on the FBR’s Active Taxpayers List may be subject to higher withholding tax rates (up to 4% for COD transactions).
  • It is mandatory for every e-commerce seller to register with the income tax department. Online marketplaces and courier services are barred from serving unregistered sellers.

Vendor Acknowledgment:

By accepting these terms, you acknowledge that Addnoral Online Shopping Mall and its payment intermediaries/courier partners are legally obligated to deduct the above withholding taxes as per FBR regulations. These deductions are not within our control and are remitted directly to the national treasury. You are solely responsible for obtaining your NTN, registering with the FBR, and filing your own tax returns. The withheld tax shall be treated as your advance tax payment.
